With everyone arguing whether on not forcing people to get health insurance is a tax, I thought of another way for the government to raise money without taxation.  License Plates!

After reading an article that stated that Florida raises $33.5 million for various causes with vanity license plates, it dawned on me that requiring people to have license plates must not be a tax as well.  Their is a University of Florida license plate and a University of Miami license plate, why not have license plates for more things.  Here is a list of things you could require license plates for ...

1. An Interstate Highway license plate - you couldn't travel on the free Interstate highway system without one of these license plates.  Let's say you only charge people $100 for these.  With 200 million cars you might raise 20 billion dollars.
2. A Fast Food license plate - you wouldn't be allowed to be in the drive through without one of these.  Walk in traffic would be excluded because this isn't technically fast - drive throughs are fast either, but theoretically they are faster than walk ups.  With easily 200 million people buying a burger each day, this could also raise another 20 billion dollars.  Because there is a chance you will throw your garbage from the drive through out the window, you would need an "Eat in your Car" sticker - another $2 billion.
3. A Gas Station license plate - You need this plate to stop at a gas station.  This plate would offset the losses from people not stopping at gas stations with their electric vehicles.   This could be another 20 billion.
4. Cell Phone license plate.  Anyone using a cell phone in a car would get need one.  Because cell phone users are used to monthly charges, we could get them for $100 per month, picking up $240+ billion.  Add on a texting sticker would be extra.
5. Carrying Outside the Vehicle plate - This for anyone pulling a trailer, hauling skis or has a luggage rack.  Since all of these people look like they are having way to much fun and are willing to pay for it, we should be able to get them for $500 each.  That should get us another $50 billion or so.
